Diploma in Public Law

This is a Diploma Course offered by the Department of Public and International Law. It is in par with the requirements of Sri Lanka Qualifications Framework (SLQF) Level 3, to be conducted by the Department of Public and International Law, as an extension course. The course will be offered by following student-centered teaching and learning methods and K-SAM model. The course will provide theoretical and practical knowledge through interactive lectures, team-based learning, independent learning activities, minor projects, and other group activities.

Programme Objectives

This course includes 08 course modules; ‘Constitutional Law, Criminal Law, Administrative Law, Human Rights Law, Public International Law, Environmental Law, Humanitarian Law and Law of the Sea’ offered in two semesters. This course further intends to provide an understanding about the legal framework and institutional framework governing the main areas of Public Law that relates to the rights and duties of rulers and the citizens of the country, Constitutional and other basic legal principles pertain to the system of governance in Sri Lanka and the core principles pertain to the relationship between domestic and international legal systems.

Evaluation Structure

Each Module is given 100% at the end of the assessment attached to the Module, which will be
comprised of two forms:
1.In course continuous assessments (40%)
2.Semester End Examination (60%)

70% of attendance is mandatory to be eligible to sit for the Semester-end examinations. The
Semester-end examination will be conducted physically at the Faculty of Law as an open book
examination.

Admission Requirements

To be eligible for the Diploma in Public Law(DPL), applicants must meet one of the following criteria:

Academic Qualifications:

  1. Three (3) passes in the G.C.E. Advanced Level (A/L) examination or an equivalent qualification.

  2. Six (6) passes in the G.C.E. Ordinary Level (O/L) examination plus at least two (2) years of relevant work experience in law, healthcare, or a related field.

  3. Completion of a foundation course equivalent to SLQF Level 2

  4. Completion of NVQF level 4 and five years’ work experience in a related field or accredited prior learning followed by a corresponding programme of minimum 30 credits as determined by the academic authority of the HEI,

  5. Successful completion of Advanced Certificate Courses offered by the Department of Public & International Law, Faculty of Law, University of Colombo.

    • Confirm details, complete payment, and save/print the receipt.

  2. Bank Deposit (People’s Bank)

    • Visit any People’s Bank branch (do not use Cash Deposit Machines).

    • Account Name: University of Colombo – Main Collection Account

    • Account Number: 3100 1770 0005 (Thimbirigasyaya Branch)

    • Mention this as a bill payment if the system rejects the account number.

Duly Completed application which on be  downloaded from the above website along with scanned certified copies of certificates and scanned copy of bank payment slip  should be sent by email to dpl@law.cmb.ac.lk or sent under registered post to Coordinator, Diploma in Public Law, Department of Public & International Law, Faculty of Law, University of Colombo, Philip Gunawardana Mawatha (Reid Avenue), Colombo 07 on or before   05th June 2025.

  • Deadline: 5th June 2025 (Late applications not accepted).

  • Bank charges (1%) apply for online payments—include this in your total payment.
